What is the Victorian Redress Scheme for Historical Institutional Abuse?

The Victorian Redress Scheme for Historical Institutional Abuse is for Victorians who experienced physical, psychological or emotional abuse or neglect in orphanages, children’s homes and missions before 1990.

Who is the scheme for?

There are more than 90,000 children who were placed in institutional care in Victoria before 1990. Many of these children experienced harm and carry that trauma and grief with them as adults, at times leading to poverty and homelessness.

What does the scheme do?

The Victorian Redress Scheme for Historical Institutional Abuse acknowledges the trauma of abuse and neglect. The scheme includes payments of $20,000, access to up to 20 counselling sessions, and a personal restorative engagement process. This will involve an acknowledgement or apology with responsible institutions.

How do I apply?

Applications are expected to open in December 2024. Further information and the application form will be found on the Department of Families, Fairness and Housing website.

Advance redress payments of $10,000 are now available for people placed in Victorian institutional settings for at least 6 months before 1990 with a terminal or critical illness. All information and application forms are available here.
